In Scrum the Product Backlog is an emergent, ordered list of what is needed to improve the product. It is the single source of work undertaken by the Scrum Team. The Product Owner has complete control over its creation and ordering.

How to collect stakeholder feedback on prioritizing features?
I suggest using the MoSCoW prioritization; e.g. ask them these questions for each feature:
Would we have problems if this feature doesn't exist in the product? (y/n)
Yes: Can we have a workaround …
