But from what OP describes, the team's behavior exactly matches the behavior of the rest of the company. So it doesn't seem like fixing the team will work unless one first fixes the corporate culture, which is outside of the scope of OP's responsibility, authority, and power.
Dec 18, 2019 at 16:04 | comment | added | user3067860 | Can you please elaborate on how a team is supposed to move from a lower level of productivity to a higher one when the overall culture around them (especially higher management) engages in actions that discourage productivity?

Dec 17, 2019 at 20:00 | comment | added | msouth | Answers on stack exchange sites should have something useful in them, and when you, say, provide a link people usually tell you to copy in text from the source in case the link dies. You've provided a reference without even providing a link, which is even less useful. What does "storming" mean? What does Tuckman say to do when your team is "storming"? Put in a couple of quotes or something to make this a better answer than "Google Bruce Tuckman"

Dec 16, 2019 at 20:30 | comment | added | Andrii H | Giving a fish is less useful then teach how to fish.
