I have been a developer, project manager, scrum master and a portfolio manager now. As a developer I used to ask the same question why do we need PMs? as I moved into management I realised that PM is actually science it's the art of managing people, expectations, realise goals. End of the day it takes someone to be there an motivate a whole lot - constantly through the journey to achieve results.

You make it sound like a dictatorship. :) Is that what you meant or did you mean something else? Welcome to Project Management Stack Exchange! :)

The second sentence was - for me - very unclear. I tried to preserve the meaning.
